CHATHAM FIRE PROTECTION DISTRICT

July 08, 2008

 

  • Present were: Trustee Hughes, Trustee Sullivan, and Chief Schumer.

 

  • Closed Session was called to order at 1900 hours.

 

  • Items discussed
    • Richard Brockmeyer has submitted a letter asking to be reinstated to the Chatham Fire Department.
    • New Hires- Chief Schumer would like to send the request for background checks by overnight mail. Hire date must be finalized and training must be decided on. The Academy will take about three weeks, Monday thru Friday. District agrees as long as no overtime will be incurred. Chief Schumer will draw up a timeline for the Trustees to look at.
    • Trustee Hughes is concerned that Secretary Dawn Sanchez is the only one that knows all the bookwork. Chief Schumer would like procedure manuals to be drawn up of all duties.
    • Background checks for the newest volunteer firefighters are being completed.
    • Social Security section 218 allows for pension and social security to both be taken out of payroll. We do not have a 218 and have been doing payroll incorrectly, only pension should be taken, no social security. We are checking into getting a refund from social security. The refund would only go back to 2005, anything before that time goes towards the employees’ quarters with social security. Attorney Grady Holley and Gregurich Accounting will be helping us with this process. The employee and the employer will both get a refund.
    • If we qualify for a 218 agreement they employer must decide how they want to proceed, but whatever decision you reach will be permanent. The employer decides on the voting options and the existing employees vote and a 51% majority wins.
    • If the Attorney General determines that we do not qualify for a 218 agreement then we should stop taking social security from the pensioned employees immediately. Each employee will have to be made aware of what is going on with this issue.
    • FLSA- employees were reimbursed owed FLSA pay for the time period June 1, 2006 to present. Chief Schumer recommended that the District reimburse FLSA from the time period of November 2003 to May 2006. If penalties would be applied the amount would be much higher.
    • The Board discussed putting the Assistant Chief on days and getting a fifth person to cover his shift spot. Chief Schumer showed the Trustees a breakdown on payroll. Trustee Hughes talked about putting together a contract for Assistant Chief Osborne. Chief Schumer will put together a contract for Assistant Chief Osborne.
    • The Board of Fire Commissioners already have the Districts request to hire five new firefighters, Chief Schumer will tell the Commissioners to move forward.

CHATHAM FIRE PROTECTION DISTRICT

August 12, 2008

 

  • Present were: Trustee Hughes, Trustee Sullivan, Chief Schumer, and Assistant Chief Osborne.

 

  • Closed Session Meeting was called to order at 1927 hours.

 

  • Items discussed
    • Grievance recently filed was discussed. Chief Schumer recommends the Trustees set up a meeting to discuss this grievance with the Union. Chief Schumer thinks the District should discuss this with Attorney Claire Manning and then let it go to arbitration if she is in agreement.  District will ask the Board of Fire Commissioners to cease all promotion activities until this grievance is settled.
    • Three volunteer candidates have been interviewed and Chief Schumer would like to move forward with bringing them on the Department.
    • Chief Schumer would like to spend $1,700.00 on NFPA codebooks. They will be necessary for the Chief to be up to date on all the changing fire codes.

CHATHAM FIRE PROTECTION DISTRICT

September 16, 2008

 

  • Present were: Trustee Hughes, Trustee Sullivan, Chief Schumer, and Assistant Chief Osborne.

 

  • Closed Session Meeting was called to order at 1910 hours.

 

  • Items discussed
    • FOIA requests that were presented by Don E. Butler. All paperwork will be sent to Attorney Claire Manning.
    • FLSA documentation was shown to the board, checks are ready to be printed as soon as the Board approves them.
    • FLSA checks will be printed on September 17, 2009. All checks will be manually done and will not go through direct deposit.
    • Chief Schumer discussed some union matters that he had gone over with Union President Terry Rogers.
    • New hires will be starting this month, paperwork and schedules have been worked out
    • Contract for Dawn Sanchez is tabled until a later date.

 

  • Action will be taken in open session.
