MINUTES CHATHAM FIRE PROTECTION DISTRICT APRIL 8, 2008 The meeting was called to order at 1835 hours, Trustee Butler, Trustee, Branham, Trustee Sullivan, Chief Schumer, Assistant Chief Osborne, Captain Bell, Firefighter’s Kissel, Rogers, and Bolletta were present. Trustee Sullivan made a motion to approve the minutes from March’s meeting. Trustee Branham seconded the motion; motion was passed with a unanimous aye vote. Trustee Branham made a motion to pay bills as shown. Trustee Butler seconded the motion; motion passed with a unanimous aye vote. Old Business- Pension audit is covered under District Audit. Bill Capella talked to the Board about the Remember When Program- fall education program for Senior citizens groups. The District Trustees think this is a great program. Pension Board- Pension Board needs to write a letter to the District Board asking for Pension money to be deposited from District per IDPR actuarial. Trustee Sullivan is resigning from the Pension Board. New members will need to be appointed by Trustee Sullivan. Board of Fire Commissioners- Employer background, personal background, and ISP fingerprint form have been sent out on all candidates. Fire Commissioners need authorization for number to hire and for pre-hire physicals. Eligibility roster will be put up on April 21, 2008. Next Board of Fire Commissioners meeting will be April 16, 2008. New Business- Trustee Butler made a motion to reappoint Commissioner Bliefnick to the Board of Fire Commissioners as of June 1, 2008. Motion was seconded by Trustee Sullivan and passed with a unanimous aye vote. The District is set to close on property April 15, 2008. Public Risk Grant has been received. AFG Grant was submitted April 4, 2008. Grant is a 95%-5% share; the grant amount is $55,880.00 with the District paying $2,794.00. Software for MDT’s was discussed at SCFCA meeting, new software will be in soon. MABAS has given our department many things in the past. The new decon trailer assigned to MABAS will filter water. Additional equipment will be received in the future. Chief Schumer- Bill has not yet been received for MABAS dues. Dues should be approximately $175.00. Firefighter Memorial Muster will be May 15, 2008. Chief Schumer discussed the $4,500.00 Banner Fire bill with Mike Binker. Bill has been reduced to approximately $3,000.00. IPRF audit has revealed that the District owes an additional $16,589.00. This charge has flaws that Chief Schumer will discuss with Insurance Audit Services. The District has agreed to purchase an Incident Management Board for $200.00. Engine 3 is in service as of April 8, 2008. Chief Schumer presented an option for a summer hat. Summer hat was not approved at this time. District went in to executive session at 2035 hours. District went back in to open session at 2220 hours. Trustee Branham made a motion to have the Board of Fire Commissioners hire four individuals; motion was seconded by Trustee Sullivan and passed with a unanimous aye vote. Trustee Butler made a motion to approve training request for Firefighters Gorbett, Kissel, and Assistant Chief Osborne. Motion was seconded by Trustee Sullivan and passed with a unanimous aye vote. The District has authorized Richard Mansfield to be brought on as a volunteer and has given approval for a Fire Training Coordinator position to Chief Schumer. Meeting was adjourned at 2225 hours.
