MINUTES CHATHAM FIRE PROTECTION DISTRICTOctober 9, 2007
The meeting was called to order at 1830 hours, Trustee Butler, Trustee Sullivan, Trustee Branham, Chief Schumer, Firefighter Bolletta, Firefighter Baker, Lieutenant’s Hoskinson and Wood, and Council Grady Holley were present. Trustee Butler made a motion to pass September minutes; motion was seconded by Trustee Sullivan and passed with a unanimous aye vote. Trustee Branham made a motion to pay bills as shown on ledger. Trustee Butler seconded motion. Chief Schumer asked to go to executive session. Trustee Sullivan made a motion to go to executive session at 1837 hours to discuss personnel issues. Executive session was postponed at 1900 hours, will resume after budget. 1900 hours the District Trustees heard from the public concerning the budget. No one from the public was present. Budget- Council Grady Holley was present for approval of Budget Ordinance 07-CFPD-1. Motion was made by Trustee Sullivan and was seconded by Trustee Branham to approval of budget 06/01/2007-05/31/2008. Motion passed with a unanimous aye vote. Motion for Levy Ordinance 07-CFPD-02 (06/01/2007-05/31/2008) was made by Trustee Sullivan and seconded by Trustee Butler. Motion was passed by a unanimous aye vote. Old Business- Chief Schumer presented information on sale of squad. Flyer with asking price of $40,000.00, Trustees approved both flyer and price. Fire extinguishers need rechecked in fire station and trucks, bid price is $3.25 per extinguisher by AEC (approved). New Business-Ambulance is back and has been paid for. Firefighter Baker needs equipment in place and inspected. As soon as inspections are done license will be purchased and 3-F-27 will be put in service. Signed off on new Engine drawings, expected delivery date is 2/25/2008. John Edie has asked for a lead instructor course, the cost is $380.00. The District will pay tuition if he takes class and passes. FAE class in $250.00 per student, we will be sending 8 students. Class is 40 hours and instructor will be Eric Helms. Trustee Branham made a motion to approve class. Trustee Sullivan seconded motion, motion passed. Fire Marshal office is changing qualifications; we will need to meet any new qualifications. Chief Schumer, Assistant Chief Osborne, and Captain Rose will take an IPRF supervisor training class on November 15, 2007 from 8 am to 4 pm. Board of Fire Commissioners- Chief Schumer presented application packet that was voted on and approved by Commissioners on 10/02/2007. They also approved the document that will be published for hiring applicants. They also approved the advertisement that will be place in papers from 10/28/07 to 11/04/07. Pension Board- Trustee Branham presented a letter received from the Department of Financial and Professional Regulations. Trustee Branham read letter of response he had drafted to Mr. McNutt at IDFPR. Letter has been sent. Chief Schumer- New engine auto extrication class on Genesis tool, price is forthcoming. The Department is short of pagers. All Minitor III can no longer be repaired, throw away all old non-repairable pagers. Trustee Sullivan made a motion to purchase 7 new Minitor V pagers for staff members at approximately $500.00 per pager. Motion was seconded by Trustee Butler and passed with a unanimous aye vote. Passport accountability items were purchased for $107.30. The department accountant sent list of items needing updated for depreciation purposes. Chief Schumer will update list for Mr. Gregurich. Workmans Comp surcharge will now be $250.00 per firefighter. C-MED and Merci FCC license have arrived. Divernon is hosting the District meeting on October 29, 2007 at Maggie’s. Personnel want ceiling fans in sleeping quarters. Trustee Sullivan made a motion to buy 3 ceiling fans; motion was seconded by Trustee Branham and passed with a unanimous aye vote. Smokers lounge has been painted, and other offices will follow. Trustee Sullivan made a motion to go into executive session at 2055 hours. Executive session ended at 2204 hours. Trustee Sullivan made a motion to proceed with background check on Bob Kelly. Motion was seconded by Trustee Butler and passed with a unanimous aye vote. Trustee Butler made a motion to proceed with suspension notice. Trustee Sullivan seconded motion; motion was passed. District Trustees agree that workmans comp charges for Mark Cunningham be forwarded to IPRF for payment. Meeting was adjourned at 2220 hours. Minutes taken by Mike Branham District Secretary
