CHATHAM FIRE PROTECTION DISTRICT MINUTES

July 10, 2007

 

The meeting was called to order at 1830 hours with Trustee Butler, Trustee Sullivan, Trustee Branham, Chief Schumer, Assistant Chief Osborne, Firefighter Bolletta, Firefighter Bucci and Commissioner Bliefnick present.

 Trustee Branham made a motion to pay bills as shown on ledger. Motion was seconded by Trustee Butler and passed by unanimous aye vote. 

Trustee Butler advised the budget is with Attorney Holley and will be ready for August meeting.

 Old Business- Trustee Sullivan made a motion to pay Pension Fund $113,860.00, amount owed for May 31st, 2007. Motion was seconded by Trustee Branham and was passed by unanimous aye vote. Trustee Sullivan made a motion to pay Fire Commissioners $100.00 a month. Motion was seconded by Trustee Butler and passed by unanimous aye vote.

 Firefighter Bucci presented information on Explorer Post 1928; letter, by-laws, and schedule. First meeting is tentatively scheduled for September 5, 2007. He will present more information at the District meeting held on August 14, 2007. 

Chief Schumer presented ordinance 07-CFPD-03 Ambulance Fees and ordinance 07-CFPD-04 Ambulance and Response. Trustee Branham made a motion to pass ordinances, seconded by Trustee Sullivan. Motion passed by unanimous aye vote. Chief Schumer presented a check for $1,464.75 from OSFM Training Act. Payment is for January 1, 2006 through December 31, 2006. 

IDOT sent a thank you letter for the impaired driving commercial.

 Chief Schumer presented information on new fire engine. Engine committee reviewed all bids and made comparisons on all three engines. The E-One engine is $17,930.00 more than the KME bid. The E-One engine is 4.5% higher but all committee members voted for the E-One. Trustee Butler made a motion to purchase the E-One engine; motion was seconded by Trustee Branham and was passed by a unanimous aye vote. Purchase price is $394,995.00.

 New Business- None 

Pension Board- Appeals were reviewed on repayment of funds; Board decided on a lump sum or 26-pay period repayment plan.

Chief Schumer- State Fair has requested a vehicle in the parade; ok’d by the District. A letter was received from Alan Lyon thanking Firefighter Bolletta and Lieutenant Mueller for rendering first aid at physical testing for Chatham Police Department. Chief Schumer presented information for Fire House Software; $3,600.00 for 3-licenses and $900.00 for a maintenance agreement. The District will receive a 25% discount off the license fee. IFO and purchases tabled until District finds out about grant. Chief Schumer and Firefighter Gorbett want to build a rope board. One bag of 150’ Life Rope will be needed. Trustee Sullivan made a motion to buy rope; motion was seconded by Trustee Branham and passed by a unanimous aye vote. Chief Schumer will take care of Trustees’ hats and jackets.

 Executive session on personnel issues began at 2035 hours.

Executive session ended at 2115 hours and CFPD Board meeting resumed.

 Chief Schumer presented the Board with hiring criteria for Firefighter/Paramedic. Chief Schumer will present the hiring criteria to the Board of Fire Commissioners. Trustee Sullivan made a motion to accept the hiring criteria. Motion was seconded by Trustee Butler and passed with a unanimous aye vote. 

Firefighter Jeremy Jacobs has asked for tuition for Paramedic Class, he is currently on standby for August class.
